Understanding the rules

Vancouver has more buyer restrictions than any other Canadian city. These affect who can buy, what they'll pay in taxes, and what happens if a property sits vacant. Know them before you search.

Foreign buyer restrictions

The federal Prohibition on the Purchase of Residential Property by Non-Canadians Act, in effect since January 2023, restricts non-Canadian buyers in most urban markets. Separate from this, BC's Additional Property Transfer Tax applies a 20% surcharge on purchases by foreign entities in Metro Vancouver.

BC Speculation and Vacancy Tax

A provincial annual tax applied to properties in designated areas including Metro Vancouver. Rate is 2% of assessed value for foreign owners and satellite families; 1% for Canadian citizens (2025 tax year) and PRs who qualify. [verify current figures with a licensed agent or at realtor.ca]. City of Vancouver Empty Homes Tax

An additional annual tax of 3% of assessed value on residential properties that are vacant for more than 6 months per year. [verify current figures with a licensed agent or at realtor.ca]. Distinct from the provincial speculation tax; both can apply to the same property.

BC Land Transfer Tax

BC charges a property transfer tax on every purchase. Rate: 1% on first $200,000; 2% on $200,000 to $2,000,000; 3% on amounts over $3,000,000; an additional 2% applies to residential property over $3,000,000. Strata and leasehold

Most Vancouver condos are strata ownership. Some properties are leasehold strata, where the land is leased (not owned) from a landlord, typically for a term of 99 years. Leasehold significantly affects financing, resale value, and long-term ownership considerations. Always confirm freehold vs leasehold before making an offer.

Mortgage stress test

Federal stress test applies. Buyers must qualify at approximately 2% above their contracted rate or 5.25%, whichever is higher. [verify current figures with a licensed agent or at realtor.ca]. Affects how much buyers can borrow at any given income level.
